The Economist Intelligence Unit<\/em> (EIU) hat den neuen Demokratieindex f\u00fcr 2019 ver\u00f6ffentlicht. Diesmal wurden 22 der wiederum 167 analysierten Staaten als vollwertige Demokratien<\/strong> eingestuft, zwei mehr als vor einem Jahr. Es sind dies Norwegen, Island, Schweden, Neuseeland, Finnland, Irland, D\u00e4nemark, Kanada, Australien, Schweiz<\/strong>, Niederlande, Luxemburg, Deutschland<\/strong>, Vereinigtes K\u00f6nigreich, Uruguay, \u00d6sterreich<\/strong>, Spanien, Mauritius, Costa Rica, Frankreich, Chile und Portugal.<\/p>\n

In der Spitzengruppe befinden sich 15 europ\u00e4ische und zw\u00f6lf Staaten mit weniger als 10 Millionen Einwohnerinnen.<\/p>\n

Obschon Spanien<\/strong> erneut als vollwertige Demokratie eingestuft wird, urteilt die Intelligence Unit:<\/em><\/p>\n

In Spain, the sentencing by the Supreme Court in October 2019 of nine Catalan separatist leaders to prison terms of between nine and 13 years for their role in the region\u2019s failed independence campaign in 2017 provoked widespread condemnation and mass demonstrations in Catalonia. The court acquitted all nine accused of the charge of violent rebellion but convicted them of charges of sedition, misuse of public funds and disobedience. Although the sentencing complied with the letter of the law, the long prison terms for elected politicians on charges such as sedition were not in the spirit of democracy. With their excessively legalistic response to dealing with the Catalan question the Spanish authorities have shown a lack of confidence in addressing the issue through political dialogue and open debate, weakening their democratic credentials in the process.<\/strong> These deficiencies were already captured in a decline in Spain\u2019s score in 2017-18. The very modest improvement in its score in the 2019 Democracy Index reflects an improvement in relation to one question concerning local elections, which were held in May 2019 and were deemed to have been free and fair.<\/p><\/blockquote>\n

Italien<\/strong> wird weiterhin zu den unvollst\u00e4ndigen Demokratien<\/strong> gez\u00e4hlt, steigt aber im Ranking \u2014 von Platz 33 auf 35 \u2014 weiter ab. Seit Erhebungsbeginn 2006 hatte das Land noch nie so wenige Punkte.<\/p>\n

In Westeuropa fallen nur Malta, Belgien, Zypern und Griechenland ebenfalls in die Kategorie der unvollst\u00e4ndigen Demokratien.<\/p>\n
